New Lexington government website
Lexington is getting a new home in cyberspace. Starting Tuesday, LexingtonKY.gov is the city's official Web site.
In addition to a new Web address, the redesigned site lets users pay fines, apply for permits and sync their personal calendars with a city calendar.
New features on the site include:
■ The "Virtual Gateway" allows citizens to do business with the city online instead of standing in line. The goal is to identify and put 20 percent of the city's forms, fees and payments online within the next year, Dhuwaraha said.
■ Map It! is a feature that allows citizens to map the city's buildings, infrastructure, neighborhood organizations and criminal activity. Citizens can map their address to determine what council district they live in, their state representatives and city facilities, such as the closest public park, Dhuwaraha said.
■ "I Want To" is a drop down menu that answers many of the most frequently asked questions.
■ Citizens can sign up for a number of electronic newsletters, ranging from breaking news notices to construction updates.
For now, the city's lfucg.com e-mail addresses will continue to work, but the city will eventually migrate to LexingtonKY.gov e-mail addresses.

Need Eyeglasses?
In thousands of communities across North America, OneSight volunteers work with local charitable partners to provide free eye care and eyewear to those in need. To date, more than 3.57 million children and adults have been helped through these community partnerships.
In-Store Programs: People in need are served in several retail brands including LensCrafters, Pearle Vision, Sears Optical and Target Optical.
OutReach: OneSight volunteers often go out into their local communities to provide vision screenings, eyewear adjustments and cleanings to those in need.

Eyewear Recycling
Each year, OneSight conducts Clinics in developing countries where doctors and trained volunteers provide free eye exams and recycled eyewear to thousands of people in need.
Donated glasses are collected at thousands of drop-off locations and are sent to a OneSight recycling center where glasses are cleaned, prescriptions are categorized and glasses are prepared to be hand-delivered during a Global Clinic. To support 20 Global Clinics in 2009, OneSight needs to collect and recycle 1.2 million pairs of donated eyewear annually.

WASHINGTON (AP) - The IRS is trying to make it easier for homeowners in financial straits to refinance or sell their homes.
The tax agency says it will speed up a process where federal tax liens do not inhibit efforts to refinance or restructure a mortgage loan.
Under the process, taxpayers can request that a tax lien be made secondary to other liens, such as that of a lending institution, or removed from the property a person is trying to sell.
"We don't want the IRS to be a barrier to people saving or selling their homes," said IRS Commissioner Doug Shulman.

*WHAT IS FREECYCLE(TM) ABOUT?
There seems to be some confusion among some members lately, about what Freecycle(TM) is really about.
So, here is our interpretation.
First, what Freecycle is NOT about.
Freecycle is NOT about giving only to the poor.
It is NOT about getting as much free stuff as you can.
It is NOT about getting things to earn money on the side.
It is NOT about getting rid of junk that is better off in the landfill.
It is NOT about having other people cater to you because you have transportation issues.
Freecycle IS about keeping things out of the landfill.
It IS about giving away something that has no use in our life anymore to someone who could extend its usefulness a little longer.
It IS about giving gifts to people while clearing out our own clutter.
It IS about community.
When you post an offer, you are offering to give someone a gift. It is up to you to give this gift to whomever you feel would be the best recipient. You are not obligated to give your gift to someone who is rich, poor, single, married, has no kids, has 1 kid, has 15 kids, has a car, doesn't have a car, or has a purple octopus named George living in their backyard. You can choose the most polite, the rudest, the funniest, or the shortest response to receive your gift. You can put their names in a hat and do a draw, or you can wave your magic finger over your screen and pick one that way. You can choose the first, 3rd, or 53rd respondent. It is up to you.
When you post a wanted ad, or respond to an offer, you are requesting a gift. For example, if there are over 1000 people on this Freecycle list, poor, single, married, have no kids, have 1 kid, have 15 kids, have a car, don't have a car, or have a purple octopus named George living in your backyard, does not mean you are more worthy of receiving a gift from a fellow Freecycle member than the average person living down the street. Sending emails that don't include please or thank you are one way to not receive an item. Sending emails with nasty comments in them are one way to find you in a bit of trouble.
We are a community.
In every community, there are people who don't get along. And in most communities, when 2 people don't get along, they just avoid each other. To do that on Freecycle, all you have to do is set up a filter to send any email from someone you don't want to hear from straight into you trash bin. If you need help with that, let me know and I can help you.
So, just remember: If you're offering a gift, it's up to you who gets it. And if you're requesting a gift...well, be patient. Your turn will come eventually, but if you're not careful your name could end up on a 'will not give to' list.

Shakertown Christmas
The simple beauty of the Shaker celebrations takes on special significance during special holiday events at the restored Shaker Village of Pleasant Hill. On December 6, Christmas Shaker traditions come to life during "Christmas in the Shaker Spirit," with Shaker music performances and tree decorating. Also on December 6, the village will host Shaker Community Christmas Caroling beginning at 7 p.m.; admission for this event is a donation of canned goods. Tours of the village from December 26-30 celebrate "The Simple Gifts of Christmas" -- Shaker life, music and Christmas customs. Foreclosure Help
The Federal Home Loan Bank of Cincinnati announced a $400,000 grant on Monday to help Kentuckians in danger of foreclosure stay in their homes.
Homeowners who meet certain income requirements can receive up to $3,500. Those who qualify must apply through Lexington's Community Ventures Corp. and take a credit counseling class.
The program, Preserving the American Dream, will be available to homeowners in 52 Kentucky counties include Fayette and Jefferson.

The one-time grants, which do not have to be repaid, will be available "virtually immediately," said Gary Throckmorton, a Community Ventures specialist in business development and housing.
Five Kentucky banks will help identify homeowners who need assistance: Republic Bank & Trust of Louisville, Central Bank of Lexington, Farmers Bank & Trust in Georgetown, Kentucky Bank of Paris and Liberty Alliance Federal Credit Union in Lexington.

The clinic will be at 9 a.m. Saturday at Eastside Tech, 2208 Liberty Road, behind the district bus garage.
About 20 students will volunteer to spend the day running routine checks on cars. The students will test everything from tire pressure and headlights to belts and hoses. They will not be performing any repairs, only offering the car owner a summary of their findings and personal recommendations.
All inspections are free.

Univerity of Kentucky Legacy Tuition
Please note completion of a medical residency does not constitute a qualifying degree program. Also, parents that completed an associate degree from a former UK Community College are not considered qualifying graduates.
New first-time freshmen will be eligible for the Legacy Tuition Program for a total of eight semesters. Transfer students are eligible through the equivalent of their eighth semester of undergraduate study. Semesters of prior college enrollment at other institutions are considered in the total eight semesters.
Automatic renewal each semester is contingent upon the student's full-time enrollment on the UK main campus while maintaining a good academic standing and the qualifying parent's active membership in the UK Alumni Association. Eligibility for continued enrollment in the program will be verified each semester.
Students are required to complete the Legacy application in order to receive the benefits. The deadline to apply for the fall semester is February 15 or November 15 for the spring semester.
All other eligible students will receive $3,000 per year, for up to four years of undergraduate study.

Transportation for Seniors/Volunteer Opportunity
“It’s for people who don’t want to, don’t like to or can’t drive,” said Laura Dake, deputy director of Independent Transportation Network Bluegrass. “They may still drive but feel comfortable driving in the day, but not at night or when it rains or on Nicholasville Road.”
Volunteers, who undergo some training and background checks, drive their own automobiles to ferry ITNBluegrass members throughout Fayette County.
Qualifying members pay a $50 annual fee to join, then set up an account from which the cost of each trip is deducted. No cash is paid to the drivers, and no tipping is allowed.

The African American Health Promotion Program brings together organizations and individuals who are directly concerned about the health of African Americans in our community.

Free Flu Shots
Be ready to give the annual flu battle a shot in the arm without leaving the comforts of your car.
The Lexington-Fayette County Health Department, in cooperation with Lexmark, will host a free drive-thru flu shot clinic 8-11 a.m. Saturday, Oct. 4, on the Lexmark campus . The flu clinic’s entrance will be at the Newtown traffic light at the Lexmark entrance. Free flu shots will be given to those ages 9 and up.
The department will also offer free shots for children younger than 9 during a special flu shot clinic 9 a.m.-2 p.m. Saturday, Oct. 11, at the Public Health Clinic South , 2433 Regency Road. Appointments are not necessary.

Unnatural Causes: Is Inequality Making Us Sick?
The poor, minorities pay with their lives
Time and time again, research has shown that the poor and minorities come up on the short end of the longevity stick.Some of the blame can be placed on inactivity and dietary choices.But a four-part PBS documentary, Unnatural Causes: Is Inequality Making Us Sick, which first aired in March, shows mounting evidence that sometimes economic status, race and environment can be better predictors of health than our own poor choices.The documentary demonstrated how at each economic level — rich to middle class to poor — health declines at the same rate as our money.In two weeks, on Oct. 1, Dr. Adewale Troutman, executive director of the Louisville Metro Health Department, will lead a community forum in Lexington at which those indicators and others will be discussed.
